Brigadier General (Ret.) Dr. Oren Setter recently retired from the IDF after a distinguished 30-year service. In his last position, Dr. Setter was Head of the IDF’s Strategy Division, where he was responsible for developing the IDF’s strategy, overseeing its implementation across the military, and ensuring that IDF missions were aligned with the overall strategic framework.

In this role, Dr. Setter notably served as the IDF’s lead negotiator for the Israeli-Lebanon maritime agreement, successfully reached in 2022.

Throughout his career, Dr. Setter held several senior roles within Israel’s intelligence community overseeing Iran and primarily Iran’s nuclear program.

Dr. Setter began his military career as an operations research analyst in the Israeli Air Force and the R&D Directorate of Israel’s Ministry of Defense. He was involved in special projects of strategic importance to Israel’s national security, such as the advancement of the “Iron Dome” aerial defense system and the Tactical High Energy Laser. For his achievements, Dr. Setter was awarded the prestigious Israel Defense Prize in 2012.

Dr. Setter holds a BSc in Physics from the Hebrew University in Jerusalem, where he studied as part of the elite “Talpiot” program as well as a PhD in Operations Research from Tel-Aviv University. Dr. Setter also served as a research fellow at the Harvard Kennedy School’s Belfer Center for Science and International Affairs.
